On February 24, 2022, Utah, New Mexico, Colorado and Wyoming signed a Memorandum of Understanding (MOU) to establish a framework to coordinate and develop a proposal for a regional clean hydrogen hub in response to an opportunity within the 2021 Infrastructure Investment and Jobs Act. The Act provides $8 billion for four or more regional hydrogen hubs and the U.S. Department of Energy is expected to release a Request for Proposal (RFP) for those hydrogen hubs in May 2022. In response to such an RFP, the four states will work together to develop a proposal for a Western Inter-State Hydrogen Hub with supporting facilities in each state, which will provide a vision for a hydrogen economy, including production and use in the Western United States. The signatory states will convene a workgroup that will coordinate the states’ collective work on development of the regional hydrogen hub proposal.
