On October 21, 2022, the United States Environmental Protection Agency announced its stakeholder engagement process for the implementation of the Greenhouse Gas Reduction Fund (GGRF) program as part of the Inflation Reduction Act (IRA). Below is key information released by EPA on this engagement process.
EPA’s strategy for stakeholder engagement on the GGRF is four-pronged:

Expert Input: EPA will solicit expert input on key program design questions from the Environmental Financial Advisory Board (EFAB). EFAB consists of representatives from federal, state, local governments; financial institutions; and environmental, Tribal, and non-governmental organizations. EFAB advises EPA on how to increase investments in environmental and public health protection in a cost-effective manner.

Request for Information: EPA issued an RFI to solicit input from key stakeholders, including State Energy Offices, on the design of the program. EPA will be accepting responses to the RFI until 11:59 PM ET on December 5, 2022. National Listening Session Series: EPA has announced two listening sessions for key stakeholders to discuss the program with EPA staff. The first listening session is scheduled for 7-9 PM ET on November 1, and the second listening session is scheduled for 7-9 PM ET on November 9 (registration is required).
